When I open a new file for a voice over, I select stereo. But the recording is done in mono. How can I change this back to record in stereo?

Hit record, this will bring up a new window.
Then click on new - this gives you a little pop-up where you can specify channels - and make it stereo. You can also set a different sample rate and bit depth if you want to.
Make the change, and choose ok. THen make a test recording. It should now be stereo, and the recording mode should remain set to stereo until you change it to something different in future.
