Subject:MP3 Plugin

I have sound forge 4.5g. Can I use some other external mp3
plugin program (Fraunhofer mp3 codec)rather than the sonic
foundry mp3 plugin? If so how do i do it? btw, which
plugin produce better mp3's (fraunhofer or sonic foundry's)?
