Problem with selecting part of timeline -Sound Forge - PC

In Sound Forge 4.0 when I try to click & drag to select part of a sound file it defaults to 1 second. When I try to use the mouse to change the length it either makes the selection disappear, or makes it a full second larger. The selection is created both before & after the point at which I try to make the selection. Is there a preference or setting to let me just select & not to the nearest second or two? The manual isn't much help.
