It was available as a stand-alone for a while, but then was bundled into Opcode's MonsterFX, along with Opcode::Filter and Opcode::Vinyl. You can get MonsterFX for about $60-75 (part of the fire sale before Opcode suspended operations), which is a great deal, but the hard part will be finding it; I had to do some searching but finally found it at http://www.midi-classics.com/. Also, because of Opcode's temporary(?) shuttering, I wouldn't expect any tech support or any patches for the product. They do occasionally crash (you'll usually get a warning sign before they do, just save right then) and don't even think about using them in ACID, but at that price it is quite likely the best effects deal ever offered.
