Opcode does (did?) make a DirectX Vocoder plug-in. It was available as a stand-alone for a while, but then was bundled into Opcode's MonsterFX, along with Opcode::Filter and Opcode::Vinyl. You can get MonsterFX for about $60-75 (part of the fire sale before Opcode suspended operations), which is a great deal, but the hard part will be finding it; I had to do some searching but finally found it at http://www.midi-classics.com/. Also, because of Opcode's temporary(?) shuttering, I wouldn't expect any tech support or any patches for the product. They do occasionally crash (you'll usually get a warning sign before they do, just save right then) and *don't even think about using them in ACID*, but at that price it is quite likely the best effects deal ever offered.
