It may be a virus....seriously, the CIH virus got me the same way.
Try this link for a freeware CIH virus cleaner that worked great for me.
http://www.pspl.com/download/cleancih.htm
Make sure you run it from the command prompt because the virus is memory
resident and infects EXE files as they are run.  If the program tells
you that it cleaned this virus out then you might have to reinstall Sound
Forge and anything else that stopped running to get them to work again.
Good luck!

Mark,
I recommend you run a virus utility. The symptoms you
describe may be caused by the WinCIH virus. I've heard
this a good deal here in Tech Support lately, clicking on
the Sound Forge executable results in a couple seconds of
hourglass, or sometimes "Sound Forge is not properlly
installed. Please rerun setup". The virus loads into
memory and can survive a reinstall of your operating
system, it attaches itself to executables and prevents some
of them from launching, including Sound Forge and Cool Edit
apparently. AnitViral Toolkit Pro, www.avp.com, detects
and removes the virus. That may get you back up and
running.
