Trouble w/ SF 4.0 to 4.0e upgrade -Sound Forge - PC

I had SF 4.0e working just fine.Then I purchased another "C" hard disk and had to reinstall all the programs again. Believe it or not, I installed the original 4.0 version (it worked fine) downloaded the 4.0e and installed it. When I double click on the SF icon, I recieve a message: "SF is not properly installed. try to run the setup program again", and nothing works any more. Does any one knows what's going on? My problem was similar(re-imaged PC and re-installed programs), but my error message was different: UNABLE TO INSTALL PROGRAM. THE PROGRAM IS IN USE. PLEASE EXIT PROGRAM AND TRY RUNNING SETUP AGAIN. I have rebooted and exited out of every program I can imagine. This is on a W98 system. My first image of 98 ran the update just fine. Hopefully, somebody has an answer.
