I am using SF 9 Record feature. Isn't there a way to set peak levels for recordings? As expensive as this software is, i would think you could have more control over recording.

Sound Forge doesn't set recording level. Use the mixer control for whatever sound device you're recording through. If you are using the sound card that came with your computer then you can double-click the speaker (volume control) icon in the task bar, choose Options / Properties / Recording, and adjust the volume there.

Chienworks is right. If your input is too hot, there is nothing SF can do about it. If you have problems controlling levels into your soundcard, you need to think about compressing the signal before it hits the soundcard.
