You create a master when you want to have your DVD replicated (meaning: made into stamped DVDs) by a professional facility. It's not intended for situations in which you're just burning a copy on your local PC.

Look up "Mastering" in the manual / online help for more info.

But when I burn from a Mastered folder to a DVD to send off to the professional replication company (which is what I'm doing), should I still be able to view the disc on a normal DVD player?

No, because it's a data DVD, not a video DVD. Normally you'd be mastering like this to send a DLT to a replication facility, but many places will accept video DVD's these days (not sure about a data DVD with a DLT image on it though - you'll need to check with your replication facility).
