luminance bump at transition?

I have a push from a photoshop layered file to DV25 video. I see a bit of a luminance bump as the push is initiated in the final CBR6 mpeg2 encoded ouptput.for DVD.
It's a sereies of number screens, 1-12 (steps) with different color combinations. It's a bit worse on some than others.
I can't see anything particularly wrong with the graphics on the Vegas scope. I tried using one of the good numbers in place of the others and it seems the problem depends on the video the number graphic is transitioning to. But neithert the graphic nor the vivdeo seem out of bounds. Is this just a problem with the DVD format or the way Vegas introduces transitions?. Or maybe just this transition..I'm usually doing dissolves where I don't see this.
I've tried flattening the photoshop file, exporting from timeline as PNG.
Here is a layered file. One of the worst offenders is defaulted but you can see the others. #1 and 12 seem fine.:

Well..tried 8.0a trial and it doesn't change it. Anyone else noticing luminance shifts on transitions?

are you using any filters that are causing it?

No filters. Just the transition at the end of the clip.
