Subject:DirectX Plug in that supports AVI playback MIDI sync?

Does anyone know if there is a Dx Plug-in that perhaps
would do this AVI sync situation? It seems that it would be
possible to write one that would use the standard MIDI I/O
routines(hense, being able to use the Virtual MIDI router)
to allow the user to load an AVI/MOV/whatever, choose which
port to Sync to and the properties (MTC/SMPTE/Rate).

Does something like this already exist?
