Severe DC offsets with Dialogic VOX -Sound Forge - PC

Here's a screen capture of one of the files: I have tried three other DAWs, and two of them resulted in similar (if not the same) DC offsets. The fourth, however, opened the file without any of the DC offsets seen in the other three. Any ideas as to why three out of the four DAWs (inc. SF9.0c) open the file with the offsets?
