Subject:My MIDI processes won't process

Not sure what I'm doing wrong, but I'm trying to get a midi track to accept the quantization I keep applying to it and I'm not having any luck. I can quantize in the clip properties view, but not from the 'MIDI Processes and FIlters' dialogue in the Edit menu. It opens and lets me select notes and make changes, but when I click apply nothing happens. I've tried it with quantize, velocity, and duration, all no joy...any idea what I'm doing wrong?

Tell me STEP BY STEP exactly what you are doing.

Works for me too. Try something simple. Create a new MIDI clip and paint some notes. All the velocities should default to 64. Now go into Edit -> MIDI Processes and Filters and change the Velocity to 80 and press Apply. Do your velocities change? Mine do!
