HI Im a Newby but Im frustrated with my Acid 4.0. Its a nice program but I just dont have time to SLIDE around beats all day trying to come up with something inventive. Does anyone know the easiest most efficient method for tapping out beats - you know, like the old days with a drum machine.

Not sure what your "budget" is but what I use is:

Both of which work well. Also I recommend you upgrade to acid pro 6 for its great inline midi editing and drum grid features.

Any midi controller - I have an ancient Roland PC-200 which does the job fine, whether it's a piano, flute, strings, percussion etc at any given time.

Yea, upgrade to ACID Pro 5 or 6. Both have the ability to tap out a beat using the Y key. You are just a version short of having this functionality.
