can i change the tempo of a sample while i'ts in the chopper window?

No. The Chopper is for making little loops out of big ones (i.e., chopping things up). To change the tempo of an individual clip you need to adjust the values on the Stretch Tab of the Clip properties window.

Adding to what JohnnyRoy said, in the same clip properties window, you can double the value to halve the tempo and halve the value to double the tempo. (You can, of course, specify an odd number of beats but I guarantee it'll go out of sync; most music with a steady rhythm is like math. It should, "add up.")
