when creating a flash file for DSL viewing, are there any settings i should make? Currently, I have flash 8 FLV videos at about 10mb that are running poorly through DSL. What can I do? Is it better to use Flash 8 SWF and if so, why?

The size of the file is irrelevant. It is ALL about bitrate. Assuming that the DSL connection is at least 512k, then you don't want the combined audio and video bitrate to exceed 512k. So, scale the video to 320x240 and use an encoding bitrate of 256k. For the audio, use a bitrate of 64k, maybe 96 or 128k if the audio quality is really important.
