Pitch-shifting the events on a track is the only way to affect the key at the track level (really the event level). The speed can be changed in several ways. If it's a loop you can change the number of beats per measure on the Stretch tab of the Clip Properties. Increasing the number of beats will slow it down while increasing will speed it up. If it's a beatmapped event, just go into the Clip Properties on the Stretch tab and change the tempo to whatever you want it to be. If will play faster or slower in relation to the project tempo based on the tempo you set.

Actually, you can pitch shift at the track level. You just select the track in the track list and use + or - on the numpad.

The only thing, though, is if you don't know your basic music theory, you won't know exactly what key you're shifting to. (If you pitch shift at the event-level, it will tell you.)

Also, if you go to try to "pitch shift" anything that doesn't have a definite pitch (like most percussion), it'll change the timbre (which may give a desired funky result if that's what you're looking for).
