mono to stereo: "File> Properties> Format". (or right-click the mono box in SF status bar)
This will not turn a mono program into "true stereo". It will be a "dual mono" with identical tracks and will sound exactly the same as the mono file, but will be twice the size.

Just watch out for the bug in which both channels become totally distorted.

The other way to do this is Process -> Channel Converter. You get more flexibility with how the conversion gets done.
