Seemingly dumb question

In preparing an actor's reel I have set up a DVDA menu in which jpegs from his films are set up as thumbnails which "zoom" from full size down to button size & vice versa when clicked on. (Four of those make up a four-button menu when all the zooming is over.)

On the Vegas timeline I tried to crop the edges of a particular off-center photo using the pan/crop button but can't figure what to turn off & on in that window. The photo keeps moving as I resize the dotted-line box around it. I could just use Photoshop Elements but wanted to figure out the toolset for pan/crop. Any suggestions?

I would use track motion and use captured stills from each the first frame from
the four performance clips or set the playback rate to zero. (to simulate a
captured frame!) That way you keep a smooth transition from the thumbnail
size to full screen.

Place each of the four clips on a track of their own. Place your background on
the highest numbered track (5 in this case). Using track motion adjust
the size and position of each video. Write down the X Y height and width of each
track. You will need them again later.
Render a few seconds of the background. If you have music adjust size as
needed. This is your menu video.

Creating a separate video for each segment:

Place one of the performance clips on track 1. A copy of the menu video
at the very start and very end of the clip on track 2. Open track motion for track 1.
Place four keyframes. Very start, very end, a second or two in from the start, and
one a second or two before the very end. Click on FIRST KEYFRAME diamond
Adjust the position numbers (X Y etc) to the numbers you wrote down. Do the
same for the very end keyframe. Render the video.

DO the same for the other three.

Open DVDA and create your DVD using the menu video clip and the
four clips you rendered. You should see your four thumbnails grow
(when selected) into the full screen and when done shrink back down to
thumbnails. Return back to the actual menu video.
