Yes, panning and cropping is what is known as the Ken Burns effect, and yes, you can do this pretty easily with Vegas Studio.

Put a picture on your video track
Right-click the picture and select "Video event pan/crop"
You'll notice a smaller timeline in your new window that came up
click somewhere near the end of that timeline
Drag the "F window" around, make it smaller, bigger, whatever
Close your Event Pan/Crop window

Now play your video, you'll see the picture pan/crop/zoom.

It may take a while playing with it to figure it out better, but it's easy once you get the hang of it.

You can also rotate the picture around, and also have multiple pan/crops on the same picture.

From what I recall using the version previous to current release it is not easy. I don't know how long the forum files go back, but recall a discussion about the Ken Burns effect.

It is worth upgrading to the current release because it makes things like the Ken Burns effect more practical. Why not download a demo copy and check it out?
