In theory, I think the quality should be better, but you'd need to try it yourself to see if you can tell the difference. I'm doubtful, but I'd be interested to hear the results if you try it.

Yes.
And for of two reasons:
1. higher sampling rate results in higher quality
2. no resampling keeps that quality

However, the difference in quality may not be easily noticeable.
The real question is whether your final audio will be 44.1kHz or 48kHz, and that's the sampling rate you should select for your source audio!
If you are going to use it for audio CD, select 44.1kHz, and for DVD select 48kHz!
The reason for the above is that with different sampling rates the audio would need to be resampled, and this requires more processing time, plus it reduces the quality.
When the difference between the source and final audio sampling rate is higher, using the higher source sampling rate is worth it, as it should provide noticeable increase in quality, even with resampling being done.
The difference between 44.1kHz and 48kHz does not warrant using resampling, and that's why in such case it is better that your source sampling rate is the same as your final audio sampling rate.
