You can do one of two things;
1. Offer viewers of your DVD a choice via two different soundtracks.
2. Include only a 5.1 mix, but be sure to check the sound of the downmix in Vegas.
Most decoders will do a reasonable job of downmixing the 5.1 to stereo.

if i have the space I would like to offer both. Do I create an audio choice menu in DVDA (or elsewhere)or will dvd players and or recievers auto detect the two audio choices?

In DVDA, you'll have two buttons; one is to the video with 2 channel audio, and the second one is to the same video file, but different audio. Remember, you don't need to have two copies of the video, just two versions of the audio. If you have two buttons, it won't matter what receiver/DVD player, because the user is selecting them.
If you only put the 5.1, any DVD decoder/receiver (that I'm aware of) will correctly convert the 5.1 to stereo. You lose some things, and if your mix isn't properly checked as a 2 channel mix, you might find the audio changes significantly when 5.1 is downmixed to 2 channel, which is why it's important to monitor both ways.
