My Client owns a small Cruise boat and my last project I did with him had a lot of wobbley footage. Does anyone here have any suggestions in some sort of rack mount for a boat?
When I was in the Navy about 100 years ago we used a thing called the Mark 8 stable element which computed the roll, pitch, and zd-30 error signals to stabilize the guns. The cost might be a very large factor. Just kidding.

As for stability on the boat, would something like Glidecam, Steadycam Jr., etc., help?
I am an avid wakeboarder. I have used the AirTrakker to record my friends and I wakeboarding. The website is waterskivideo.com.
It does work for the wakeboarding scenario, but you need to practice using it a few times to get the settings just right. The Airtrakker needs to mounted on a Tower (this is something a wakeboarding boat has, I don't know if a cruiseboat has it). There is another model that goes on the Pylon, but I am not sure it is as effective.
I see you are in CA, and I am not using my Airtrakker this summer, if you wanted to borrow it, (just pay shipping), we could work that out.
