I am using ACID 4.0f, I want to know if I can simulate a braking effect, for example as if a DJ pressed the stop / start button on a turntable, thanks -

No, unfortunately.

If you have Sound Forge, you can simulate the effect by using Effects > Pitch > Bend on the menu bar.
