Recompressing MPEG2

DVD Arch 1 - two files, about 1.6 GB each, MPEG2 format. DVD Arch thinks these are about 3.2 GB each and says it must recompress them. I thought it must be wrong and would blow through the authoring process quickly, but NO - the damn thing ran all night trying to squeeze those files down. What's wrong with it - is this something an upgrade to version 2 or 3 would fix?

Once I has such in DVDArc2 with files ripped from DVD 3in1.
Files were recompressed from original DVD using not real recompression, but only changing quantization matrix. DVDArc analise 2 hours (1.45Gb) stream as 9000 kbps and as more bigger, then really. Using DVDPather I set a new bitrate and DVDArc "eat it".
