I'm trying to find outif Acid 4.0 is capable of step notatoin, like that done in Fruity Loops, Encore and Cakewalk.Or can you only work with pre-created wavs?

If you mean MIDI step recording the answer is Yes.

No, I mean notattion - where you have blank staff sheets or a blank grid (fruity Loops), then assign instruments to each track, then physically write out the music, placing each note of dot where you want it so that when play back is hit, you hear the entire melody you just wrote

It has Piano Roll for that similar to Cakewalk but unfortunately no Staff View.

No, ACID doesn't do music notation.
