Subject:MP3 Encoder level problem

I have Sound Forge 7.0 and when I save a file as mp3 any longer than 20 minutes in length the volume levels increase so much that it creates distortion that is unacceptable. The source file is aif format. I have tried using bitrates from 128kbps on up with no difference.
Files under 20 minutes in length save ok.
Please help
