I need to Remove Background TV on from a conversation !!

Can I do this in SoundForge??? How ??

or where can I do this ??

Unfortunately the answer is no. TV background noise will stretch almost the entire spectrum, something Noise reduction cannot remove. Even trying to notch out the wanted voice in a paragraphc EQ will produce less than desirable results although possibly slightly improve. It's really your only option.

Using a noise gate to eliminate the background noise will stop it where there is no wanted dialog but the noise will be there through the wanted material and possibly be more annoying than not using noise gate.

A possible aid may be to add a background music track to obscure the TV some...?

Getting the best recording from the start is king.

On the off chance that this question is NOT about vocal removal nor making aunt Tilly more hearable on a home video, but instead is about surveilance recording; I will point your to DC Live/Forensics ($1300) It does some remarkable things along the lines you are speaking about. However, the result is very low fidelity. With a lot of time and effort it will allow you to isolate a conversation in a very noisy environment. A converation that at first listen you may not even be aware of. I use their audio restoration product DC Six from time to time. It has a few capeabilites that NR 2 does not.
