Subject:Registering MP3 plugin

I'm running Sony Soundforge 7.b on windows xp pro sp2. Whenever I try to open or save as an mp3 file, I get the message " See your system administrator about obtaing a license for this plugin"
Problem is; there's no option to purchase the plugin, and I AM the system administrator!
Can anyone shed some ligth on this , please?
