Or can I lock markers/tempo changes to events so that when I move the event the markers/tempo changes move with it.

The "Insert Time function" does it one direction: it moves all the following, including events, markers and tempo changes further.

But what I need is the opposite - being able to "delete time" or moving events forward with markers and tempo changes sticking to them.

You want to use Ripple Edit. Use Options > Ripple Edit or Ctrl+L and then make a timeline selection using the Time Selection Tool. Then just press the Del key and all the markers and events to the right will move left to fill in the gap. Note: You MUST make the selection using the Time Selection Tool. The regular selection tool will not ripple edit. The Time Selection Tool is the icon with an I-beam cursor and a blue wave.
