Well, OK. Here's one way to do it.

Put the car on a higher track and isolate the wheel with a Bezier mask. With event pan & crop put the pivot point in the middle of the wheel, then spin the whole frame with a couple of keyframes. Motion blur would probably help.

The pivot point is the little dot in the middle of the frame selection. You can drag it around -- the mouse pointer becomes four arrows with a missing center.

When you specify a rotation value, the frame rotates around that point.

I would probably export a still from vegas into photoshop or other photo editor, cut out the wheels and save each as a png w/ transparency. Import into vegas and spin w/ clip pan crop palette. Add, blur and any thing else needed.

Start the engine.

Put it into gear.

Film a few revolutions of the wheel turning.

Mix with still using cookie cutter.
