I just set up a new root folder called C:\Loops and then set up sub folders under it for my other loops based on CD I copied them from. I got Designer Dance tools so I copied all the files from that CD into a DDT folder, some old Computer Music loops they were copied into CMXX folders. Then once that was done I loaded up Acid and in the Media Manager added all the loops at once. Then went back in and taged groups of them by select blocks, right clicking and editing Tags. I removed the default date scan and added in any tags that fit the series of loops. Thats it. My little library now has just over 2000 loops and growing... YEAH!
