The price is $37, the quality is good and it is not fast, therefore I would say it is a good fit for your considerations! :)

My version of Vegas has Ligos, which really sucks for quality.

If your version of Vegas has Ligos then it must be version 2. You really should consider the upgrade to 5, for hundreds of reasons besides the new MPEG encoder.

I'd also add my vote to that suggestion. Not only that but I assume your intention is to produce a DVD?
Then apart from an encoder you'll need some form of authoring tool and for the money DVDA is pretty hard to beat.

Canopus' ProCoder Express is $60 and will even do 2-pass VBR for an MPEG-2.
