Subject:Narrowing down the problem

I've discovered stuttering in everything I use to play back audio, not just Acid, Vegas Video and Sound Forge.
Here's the test I did:
If I open a .wav file and let the Windows Media Player play it, all is fine. BUT, if I go to the Control Panel and switch the hardware configuration to let all audio come out my US-428, the same .wav file being played in the WMP will skip a bit,..and start to sound like it's being played back in Acid, Vegas or SoundForge.
Obvious conclusion: I'm starting to think my US-428 is screwey, but wondered what I could do (if anything) to resolve this issue.
I have the latest drivers (3.30), and disabled HyperThreading. (BTW, HT DOES screw-up the performance of Acid. The Error messages went away after I disabled HT. Why oh why doesn't Tascam, SteinbergVST and Sony tell the prospective buyers to disable this feature?!? How hard could it be to print that under 'System Requirements'? I could have saved my self some major headaches and a LOT of time before figuring this out).
Anyway, I've done most of the tunings from musicXP.net. What about a new sound card? Does anyone know about partioning, and if it's necessary? Any of the M-Audio cards for under $200 good? (I'd like to stay with a USB connection). Anyone else have success or failure with a US-428 and Acid?
