Since this product has been touted as a web-friendly scoring tool, why doesn't it support dragging an swf movie file into the timeline to score to? Is there a plug-in or other third party app that will enable this needed feature?

I know the Screenblast version of ACID can output to Flash but not import.

It may have something to do with the way Flash actually works—it's vector-based rather than the traditional way of working with video.

As an aside, you can actually render to something like AVI in Flash and then import that into ACID. I worked with a client once that way.

Yes, AVI has been the only method I've been using for nearly two years while working with Acid. It doesn't seem to be a problem, it just requires handling much larger files within the ACID environment. Opening these files have taken 2 or more minutes in some cases.
