Yes you can transfer. There are a couple of things to remember for MD to PC transfer.
1, Make sure your MD output is selected to line.
2, Make sure your Windows volume settings does NOT have the line muted.
3, Make sure you select "monitor" during the Sound Forge record session. Otherwise it will be recording but you won't see volume levels.

Good luck

First you have to make sure that your system is set to record from the line in jack and not the microphone jack. You configure this through the volume control, choosing preferences > recording and then on the next window clicking on the 'line in' box.

Now you can record in soundforge.

By the way, capturing the audio digitally from your minidisc will greatly increase the sound quality. Only a few minidisc players can do this, I use a sony mds-je520 home player to do this.

Are you using a stereo mic? What MD are you using?
Sounds like you have made progress towards getting your music from MD to PC.

Make sure you are using a cable with stereo 3-pin connectors at both ends.
(Tip-Ring-Sleeve) Unless your soundcard has RCAs 1/4" or XLRs, where you would need a stereo 1/8' miniplug to L-R )
A mono plug on one or both ends would result in only one channel getting signal. (Usually the left)
