It doesn't appear to be. At least it's not included on the download page when you purchase it.

Just curious, but why "should" it be? It's a separate product.

"but why "should" it be? It's a separate product."

Don't you know, everyone wants a free lunch and when you're getting fed Lobster and filet mignon it's even better? And there's always the usual of "well this competitor program includes noise reduction scenario." Then there's the better scenario: "You get what you pay for."

SF Noise reduction is the one plugin, that has aged well with time, and I still haven't seen any free noise reduction plugins or noise reduction included programs do a better job. Hell, I think the WAVES, Antares, and TC Works plugin bundles should be thrown in there too as a package and only cost $50 for Sound Forge and all that. Everyone should work for free and alls I want is world peace. Am I being unreasonable? :-)

Better? No. Similar? Sure. CoolEdit Pro (now Adobe Audition) includes Noise Reduction plugins that do what Sony Noise Reduction does. And I invite you to compare prices for full Audioin - equivalent of Sound Forge + Noise Reduction + a bit of Vegas (since it's multi-track too and does 5.1 sound) + a bit of ACID (works with loops, tempos) - $299 and Sony Noise Reduction plugin - $279. Ha-ha.

And, yes, I bought SoFo Noise Reduction quite a while ago. Don't remember if it was $279 or slightly reduced to $250.

In the current market, I think its reasonable to expect that a "full blown" editor such as SF would include noise reduction plugins as part of the package. I would think Sony may be losing some of the market because of this but only the bean counters could say. . . ;-)
