Insert an envelope of the effect into the desired track(s). Draw your envelope. Don't forget to lock envelopes to events (in case you need to move tracks along the timeline at some stage). As far as question two is concerned I'm not quite sure what it is you want. If you're referring to recording a song (or whatever) from an external source and the recording remaining at it's original pitch (as opposed to bpm) regardless of what the Acid project bpm is, then you need to beatmap the file (or change it to a beatmapped file in track properties) and make sure that the preserve pitch option is checked.
