Are the record meters actually moving in the Record window?

You may have to enable and subsequently choose a specific hardware input for recording.

Be sure that you go to Options>Preferences on the menu bar and click the Audio tab and choose a specific audio device type other than "Microsoft Sound Mapper".

Also go into your soundcard's software mixer and ensure that the specific input you intend to use is not muted and its sliders turned all the way up.

How is your gear (like your guitar) connected?

unless he's tried this already, and if he has an amp or a hardware mixer (inexpensive ones can be found), it would be much, much better to plug the microphone (via mixer/amp) into the "input" instead of "microphone," and selected "line in" for recording in the software mixer.
