Can anyone tell me the simplest and best way to make your own loops.? What Program etc.

Sound Forge has been invaluable for me when it comes editing loops. The "acidize" features in SF are really important.

FL STUDIO is *the* loop making app. Nothing else comes close IMHO. You can even just use the free demo version to make loops !

Spirit is absolutely right FL Studio is the way to go to if you want to create your own totally original loops

A combination of ACID Pro and Sound Forge.

Sound Forge is excellent in making original loops as DKeenum mentioned (especially its Loop Tuner tool), but ACID Pro will be your last tweaking step in the process.

The reason is that ACID Pro has the ability to add stretch markers to your loops. Stretch markers help optimize a given loop for different tempos. (More info can be found in this KB article.) ACID Pro will add stretch markers automatically, but more often than not you can make it sound even better by customizing these markers.

ACID Pro is the only version of ACID that has this ability.

I usually record straight into a project in ACID Pro and bounce down using the Loop Region to extract what I want from the take. (This also will also automatically "ACIDize" your take with key and tempo info taken from the project itself.)

I then do any needed tweaking in Sound Forge (like normalization or creative mangling), and then adjust stretch markers in ACID Pro as the last step.

In any case, how you go about making your own loops is all really subjective. There is no best way, IMHO, and this is only a suggestion.

Just getting started with the software myself. Any specific details on how to do this in the noted programs. How do use the stretch function? Haven't figured it out yet.
