Generally speaking, the better your hardware, the better off you'll be. A fast CPU with plenty of RAM is always a big help.

A 7200 RPM hard drive dedicated just for audio configured as master on the secondary IDE channel would be best.

Get the latest drivers for any of your hardware devices.

Be sure to scan your hard disk(s) for errors as well as run Disk Defragmenter on a regular basis (about every week or so).

Windows 9x and Me are weak performance-wise when compared to their bigger OS cousins, Windows 2000 and Windows XP. If your system can handle it, I would suggest upgrading to either OS, but only do so if your system is fairly new. Older systems can easily choke with 2000/XP. As an aside, be aware that forthcoming and existing versions of apps from various companies will support or are supporting 2000/XP only.

I'm with them on Windows XP. It's works wonderfully with the audiophile 24/96 and I can lower the buffers to 64 ms which is very low. Stability is quite improved also and the OS doesn't degrade. I have a p3 1.2 ghz and I'm quite happy with the results.

If you pc isn't too old, it will be worth it.

I had 98 SE - I recently did the upgrade to xp- i suffered for a while due to laziness ( i had used the upgrade edition which supposedly keeps you from having to wipe your old os from your drive) -the performance was so bad that i finally got to the point where windows wouldn't even open & then I reformatted my hard drive & man... i'll tell you... I have never looked back -xp rocks - If you go that route- back up, wipe your hard drive & start from scratch. It is worth every penny to upgrade to xp (pro if you can afford it)
