How can I make such an "effect" like this voice-over ending of the link below?
It's sounds so simple, but I don't know how...

I don't think it's an effect. I think the vocal talent just held on to the "SSSSS" sound.

Mark the s sound and right click, select copy. now paste multiple copies of the s right on each other one after the next. This will give what you are looking for.
