If by region you mean a brief section on a longer video... first break that section into a seperate event (edit/split) then drag the color corrector filter to the event. I would suggest you use key frames and sweep through the event setting different key frames and adjustment levels as needed if the overexposer varies a lot.

You could use Remap (I think that it made it into VV4) to adjust only select regions of the color/luma range. If it's not a part of VV4 (might be called "Curves" or something like that), bother SonicEPM, as it's a cool filter.

You could also make use of levels and threshold to create a mask. Luma-keying out anything that is dark/light (depending on what you want), you could apply the mask to a copy of your source footage (use median on the mask to fill in small holes), modify the copied footage with filters, blend the edges of the mask (with a gaussian blur, for example), and composite back over your original footage with controllable opacity (track opacity).

I think that Remapping is a lot easier, but it's all about personal taste.
