is there actually stores that sell loops software or are they only sold online?

If by 'loops software' you're referring to the loops (or one-shots, etc.) rather than an application in which you can use loops, the answer is probably.

I live in London (UK) and there are plenty of stores here that do (in fact, these are the same stores that sell the application softwares), but because I have know idea where you live I can't tell you a definitive yes or no.

All I can suggest is that you visit your local music store(s) and ask.
