Here's an sound efx, http://members.lycos.nl/alexderennes/SoundFX1.mp3 which is probaly made with a sampler, streching the sound up and down. I would like to know if there is way how to get this done in SF? Maybe there is a plugin available as well?

This can do exactly that.
