Can anybody recommend a good CD with tons of wonderful samples (WAVs) for recording?
Or maybe a URL with free downloadable snips of cool music/sound effects?

Check out the sonic foundry CD's. They have tons of high quality samples for any genre you want to work in.

I read the licensing from PeaceLove and it says can't resell so I take it you can't make music and sell it on CD. Not what I am interested in. Enlighten me if I am wrong in this assumption.

You can use the loops in a composition and sell that composition. You can not resale the individual loops. Their loops in a piece of music on a CD is fine.
