Subject:question concerning db meters

I'm not sure my assumption of the db meters are correct. I'm thinking that the volume of the speaker's voice is responcsible for the meter reading. So if the speaker raises his vioce the meters will rise, but I've noticed that even when he whispers the meters stay up.

Can someone help clarify this?

You referring to the meter clipping indicators? (The numerical readings on top of the left and right channels?) They stay that way because that's what the volume has maxed out at.
