Resample/recompress MPEG-2 audio

I am using Vegas Video 4.0 to create a MPEG-2 video. I export it with the MainConcept MPEG-2 – NTSC DV template. DVD Architect says that it needs to resample/recompress the audio. The only way that I know to prevent this is to use only the video from the MPEG-2 file and to use the audio from a separate VV export using the “Microsoft WAV – 48kHz 16bit Stereo PCM” template, Is this the correct way to do this? Yes, the audio must be rendered separately as either WAV or AC3. If you use the MPEG audio, it will decompress it back to WAV and/or recompress to AC3. You definitely need to do two separate renders.
