how could i make a robotic voices using sound forge

You may have success with recording your own voice and then choose: Effects> amplitude modulation, and just tweak the envelope.

Other things to try that might work is a vocoder, a little pitch bend. Also, there's computer programs out there, where you type in text and it reads it back in a computer voice. This works better than any effect sometimes.

If you have SF ExpressFX Delay plug-in it has a "Robot" preset. I don't use the ExpressFX plug-ins much if at all and don't know if they came with Vegas Audio 2 or SF but this is pretty convincing for a robot effect on voice.
