Any one know of a program that will allow me to distort a voice in different ways on the pc?

Sound Forge 6.0. (There's Sound Forge Studio 6.0 as well, but that's not quite as powerful.) There's lots of ways to distort vox using that program, including classic distortion in addition to all kinds of effects, all of which can be augmented by free or commercial DirectX plug-ins.
