48k is native DV audio. I think Vegas can use any rate on the timeline, it will convert it to 48k when rendering to NTSC DV. The conversion doesn't change the sync. If it is in sync on the timeline the render should be too.

Correct, you can use anything and Vegas will resample as needed without losing sync.

For what it's worth, DV can also do 32kHz (12-bit, 4-channel) audio, but 48kHz 16-bit is recommended for best audio quality.
